Becoming a qualified blaster in Colorado requires both federal (ATF) and state (Colorado Division of Oil and Public Safety – OPS) compliance. You must obtain:

  1. Federal ATF Explosives User Permit (or Limited Permit for intrastate/low-volume use)
    • Required for anyone possessing, using, transporting, or handling explosives.
    • Apply via ATF Form 5400.13/5400.16 (download at atf.gov/explosives).
    • Submit fingerprints, photo, fees (~$100–$200 depending on type), and background info.
    • Processing: Up to 90 days (background check + possible interview/inspection).
    • Start here if you’re new: atf.gov/explosives → Apply for License/Permit.
  2. Colorado State Type I Explosives Permit (Individual Blaster Permit)
    • Issued by OPS (ops.colorado.gov/explosives).
    • Key Requirements:
      • Age 21+.
      • At least 1 year of explosives experience or on-the-job training (specific to your classification, e.g., Construction, Quarry, Demolition, Avalanche Mitigation; exception for “Possessor” class).
      • Pass criminal background/fingerprint check.
      • Score ≥90% on the OPS exam (covers CO regulations 7 CCR 1101-9 for your classification).
      • Fee: $110.
    • Steps to Apply:
      1. Get fingerprints (via IdentoGO or approved provider).
      2. Complete Type I application (fillable PDF at ops.colorado.gov).
      3. Document experience (jobs, training logs).
      4. Submit app + fee to cd*************@******co.us.
      5. Notify local law enforcement (form required; no return to OPS).
      6. Receive exam invitation → Pass exam → Permit issued (valid up to 36 months).
